The Court Keepers of Salem are witches who act as administrators, investigators, and diplomats. By their claim, they exist to investigate and bring justice to their fellow witches, acting as arbiters and peacekeepers in an attempt to keep all witches within the walls as part of one strong community. They have had some success in that goal- any two witches, no matter how different, can find common ground in their utter distaste of the Court Keepers. The witch community is stronger for them, but you won’t ever catch a witch praising an authority figure.
