Chapter 120: Peaceful Times (Three)

Back to the river with two little boys, it's already afternoon. The two children were excited and shouting on the boat, and they fell asleep when they got off the boat. Zhao Songyang and Zhao Chong still carried one on their backs.

Five days later, the construction of the entire administrative district was completed. Wang Zhenyu led all members of Xiangxi Group in Anjiang to participate in the housewarming ceremony of Zhengfu. In fact, he took Shen Quan and Wang Jing'an as well as a large group of subordinates to walk around the main road of the administrative district.

The administrative district of the entire Anjiang Model City is considered one of the greatest works of this era, said by German designers themselves.

However, Wang Zhenyu had a number in his heart. Compared to the prefecture-level city government buildings of later generations, this is really nothing. But in this era of China, it's indeed very impressive. I estimate that if anyone else were to come, apart from shock, there would only be shock left. The military and political officials behind him are now in this situation.

The planning of Anjiang Administrative District is very grand:

From the riverbank on the left, there are five main roads in the administrative district: Yanjiang Road, Hongjiang Avenue, Chenyuan Avenue, Anjiang Avenue, and Xueyuan Road.

Qianyang Square was built, connecting Hongjiang, Chenyuan and Anjiang three major roads.

Government Office, No. 2 Chenyuan Road, main entrance facing Chenyuan Road, located on the left side of the Town Guardian's Mansion, occupying an area of 5 mu (3600 square meters, 60x60), with a courtyard structure, three-story small Western-style building (white, European style, brick and tile structure), central garden, pond, and 5-meter-wide driveway. The total building area is 6000 square meters, divided into four buildings: A, B, C, and D. The entrance is Building A, with a first-floor building area of 20x20, and the second and third floors each having an area of 20x20. The second floor has one conference room, while the third floor has the Government Office Director's Room (100 square meters), Secretary's Room, Communication Room, Guard Room, and Reception Room (100 square meters). On the first floor, there is a transmission room and a security room on either side of the entrance, with a door width of 7 meters, height of 3 meters, and length of 20 meters. In front of the door are two stone lions. Buildings B, C, and D have 100 offices, each with an area of 40 square meters. The six departments of Transportation, Culture and Education, Health, Construction Planning, Agriculture and Forestry, and Industry and Commerce are all located in this building complex. The total construction cost is 100,000 yuan.

Department of Justice, No. 3 Chenyuan Road, the main entrance is facing Chenyuan Road, and it is the first building on the right side of the Town Hall. The architectural style is consistent with that of the Government Secretariat, but the color is black. In addition, there are a pair of stone qilin in front of the gate. The Judicial Department, the Anti-Corruption Department, the Prosecution Department and the Audit Department are all located here. Total construction cost: 100,000 yuan.

Financial Bureau, No. 4 Chenyuan Road, main entrance facing Chenyuan Road, second building from the left of the Town Guardian's Mansion. The architectural style is consistent with the Government Office, but the color is dark white. There are a pair of stone lions in front of the gate. The Financial Department, Taxation Department, Inspection General Team, and Material Department are all located here. Total construction cost: 100,000 yuan.

Neimubu, No. 5 Chenyuan Road, the main gate opens to Chenyuan Road, and it is the second building from the right of the Zhen Shou Fu. The architectural style is consistent with that of the Government Office, but the color is grayish white. There are a pair of stone tigers in front of the gate. The four offices of the Prohibition Bureau, Nei Bao General Team, Investigation Department and Archives Department are located here. The total construction cost was 100,000 yuan.

Xiangxi Local Court, No. 6 Chenyuan Road, main gate facing Yangjiang Road, third building from the right of the Town Guardian's Mansion. Building height is 18 meters, occupying 6 acres, office area 40x20, marble plaza area 40x20. Architectural style refers to European style, simple round top, twenty-seven steps at the entrance, a 9-meter-high white jade stone three-sided pillar in front of the door, with the words "fairness", "justice" and "publicity" carved on each side, and some legal phrases engraved below. The first floor has three trial courts for civil, criminal and administrative cases, the second floor has three offices for prosecution, mediation and legal publicity, and the third floor is the judges' office area and case analysis and decision-making area. Construction cost 150,000 yuan.

Xiangxi Local Council, No. 7 Chenyuan Road, main entrance facing Yangjiang Road, third building from the left of the Town Guardian's Mansion. Building height is 16 meters, occupying an area of 6 mu (40x20 square meters), with a total construction area of 800 square meters. Three stories, with the first floor being 9 meters high, serving as the council hall (600 square meters), modeled after the British House of Commons, with 400 seats (including public spectator seats, four-sided stepped design). Construction cost was 150,000 yuan.

Second floor, third floor are financial, judicial, public security, transportation, education, health, construction, agriculture, forestry, industry, commerce, budget twelve committees office area (each committee 100 square meters, 3 offices, a small conference room of 40 square meters) and dining rest area. In front of the gate is the Legislative Plaza, with 49 levels of stairs, standing a 9-meter-high white jade stone three-sided pillar, with six characters of national, democratic, and people's livelihood carved on each side, and below are engraved with official admonitions.

  Here is the translation:

Also, let's talk about this Xiangxi Congress: 72 local congress members from 24 counties, including county heads, deputy heads, and rotating members; 48 representatives from commerce associations, industry associations, and agriculture associations of each county. 40 representatives from education systems, health systems, construction systems, transportation systems, public security systems, judicial systems, financial systems, and court systems. Additionally, 160 people's congress members elected through free elections without regard to system, region, or association. Fixed representatives from railways, industrial and mining enterprises, and local defense forces total 40 people, for a grand total of 360 people.

The plan was reported to Wang Zhenyu, who had been worried for a long time and was somewhat concerned about convening the meeting.

In Xiangxi, I'm actually playing a typical game of military governance. To put it simply, it's military dictatorship. If we set up a parliament, are we preparing for real democracy or fake democracy? If it's real democracy, don't even think about it. Decentralized power means multiple centers of authority, which means scattered strength. This kind of Xiangxi will soon become a part of history in this era. And what about fake democracy? It's too disgusting. Is it just to find a group of people to drink tea with? This would seriously damage one's political reputation. Wang Zhenyu still cares about his own feathers. He always remembers a lesson from his father: keep promises and try not to make them in the first place.

But if there wasn't such an organization, who would supervise the administrative department at the level of the prefecture? Oneself? Oneself is human not a god, and has only twenty-four hours in a day, it's impossible to create a clone like Sun Wukong by blowing a hair. Since oneself can't do this, it's better to concentrate energy on doing big things.

So, after repeated efforts, the final setting of the Xiangxi Assembly became the Xiangxi Political Consultative Conference, with no change in personnel structure, but a significant reduction in power. The legislative and appointment powers were stripped away, leaving only supervisory and impeachment powers. Wang Zhenyu was indeed a rare talent, very much in line with China's special characteristics.

Arrived at the last stop, Yuanjiang Daily, this is the first newspaper in the entire Xiangxi region. The working conditions are probably better than Wang Zhenyu's daily reading of Changsha Daily. However, there are still fewer staff members, from editors to reporters to typesetters to printers, with only a dozen or so people. This unit currently belongs to the Cultural and Educational Department of the Prefectural Governor's Office.

Among them, the president and editor-in-chief of the newspaper, Wang Ling, was particularly special. She was a woman with short hair, not tall, and only in her thirties, looking very neat and tidy. This was still Zhou Zhiyun's dig from Changsha, the provincial capital, who had studied in Japan before. The woman was very professional, answering several questions raised by Wang Zhenyu fluently. Under his appreciation, Wang Zhenyu joked: "You are also surnamed Wang, I am also surnamed Wang, why don't I recognize you as my sister?"

Wang Ling shook her head and said, "When I was studying in Japan, I felt that the reason why many things in our country are not done well is because of this complicated relationship between us and the government. So, I cannot be your sister."

The entourage was suddenly frightened, and they all secretly wiped their sweat for this knowledgeable woman. Just as everyone was worried that Wang Zhenyu would have a fit, Wang Zhenyu burst out laughing, stretched out his thumb in praise, saying: "Not afraid of power, not following the trend, adhering to one's neutral stance, this is what makes a qualified journalist, this is what makes a new era intellectual, this is what makes a writer with backbone. Not afraid of power, upholding justice - these eight words will be the future standard for journalists, let them be engraved on this gate, to set an example for future generations."

Wang Zhenyu then turned to Zhou Qiyun and said, "This Yuanjiang Daily is not suitable for the Cultural Education Department to lead. My suggestion is that it should not be considered a government department, but rather directly managed by the General Office of the Municipal Government in charge of financial guarantees. In the future, we need to listen to different voices through this channel."

Zhou Zhuyun immediately expressed his willingness to do so, and Wang Zhenyu said to him and Wang Ling: "The development of Xiangxi relies not only on the people of Xiangxi. We need more young people with culture and ideas from all over the country, from all corners of the land, to come to our Xiangxi and build it together with us. What do you think?"

Wang Ling now has a good impression of Wang Zhenyu, she nodded in agreement.

Wang Zhenyu raised a new question: "How can we get them to give up their life in their hometown and come to our desolate and remote Xiangxi?"

Everyone looked at each other in dismay, feeling that this was indeed a problem, but didn't know how to answer.

Wang Zhenyu looked at everyone's expression, with a smile that was not quite a smile, pointing to Wang Ling: "Then we'll have to rely on our great reporter Wang. We need to publicize this well. This is a miracle, a miracle from nothing to something. We can't waste this resource, we must promote it well, first in Hunan, then in China, and even the world."

Three days later, the Yuanjiang Daily published a commentary article titled "Rushing to Great Xiangxi, Building a New China". This was the first time that the slogan of building a new China was explicitly mentioned. The author of this article was Wang Ling. Later, the Yuanjiang Daily set up a branch in Changsha and began to publicize the changes in Xiangxi throughout the province. Under their pens, Xiangxi became the most vibrant and dynamic place in Hunan and even China. Patriotic young intellectuals, go to Xiangxi, go to Xiangxi...
